Judge Susan P. Baker currently serves as an arbitrator and a judge sitting by assignment; she served as a district court judge in Galveston, Texas from 1991 to the end of 2002.
She was in the private practice of law from May 1982 - December 1990, and served as an Adult Probation Officer from December 1978 - February 1981.
She earned her law degree from South Texas College of Law, December 1981. Previously, she earned a Bachelor of Science degree from the University of Houston at Clear Lake, December 1976.
Judge Baker is active in her community. She was a founder of the Women's Resource and Crisis Center of Galveston County. After taking office, she was instrumental (in Galveston County) in the founding CASA (Court Appointed Special Advocates); Operation Outreach, a prison visitation program for delinquent youth; For Kid's Sake, a parenting program; and Mediation in family law cases. Susan also wrote two grants to reform the court system in child abuse and neglect cases. In 1999, she founded the Texas Chapter of the AFCC (Association of Family and Conciliation Courts; she served as president of the Texas chapter in 2000-2001. In July 2002, the Women's Resource and Crisis Center honored her with their Helping Hands Award.
